Challenges Facing Infrastructure Seismic Hazard Mitigation in California

Robert Anderson

California Seismic Safety Commission

Challenging Issues:

  • Business & facility owners are not required to update the State on seismic hazard mitigation activities unless the facility falls under State jurisdiction. This means that some mitigation activities are not known to the State.

  • The State has been falsely perceived as not conducting much seismic hazard mitigation.

Pipeline Seismic Mitigation Using Trenchless Technology

LeVal Lund

Consulting Civil Engineer

Challenging Issues:

  • Pipeline Seismic Design and Pipeline Rehabilitation Seismic Design

Improving IEEE 693 Test Procedures and Transformer Bushing Seismic Performance

Anshel Schiff

Precision Measurement

Challenging Issues:

  • Correct IEEE 693 Procedures for the Valid Qualification of Transformer Bushings

  • Correct IEEE 693 Procedures for the Valid Qualification of Hollow-Core Composite Insulators

  • Need to Test an Improved retainer Ring for retrofitting Transformer Bushings and Evaluating it On a 500 kV Bushing

  • Need for Technical Review of IEEE 693 Testing Methods

Additional Challenging Issues & Discussion

David Lee (IAB)

East Bay Municipal Utility District

  • System Performance Analysis for Pre and Post Earthquakes

  • Risk-Based Decision Cost Benefit Analysis

  • Water System Retrofit Technology

  • Public Outreach

Ron Tognazzini (IAB)

Challenging Issues facing Electric Utilities

  • Earthquake Engineering Codes and Standards Regarding Lifeline Systems

  • Earthquake Engineering Solutions for Seismic Mitigation, i.e., Base Isolation and New Materials

  • Communication of Earthquake Engineering Progress and Challenges to Public Regulators and Government Agencies

  • System Planning Research for Earthquake Engineers

  • Glenn Singley (IAB)

  • Promising/practical new designs for new construction?

  • Are there any practical in-ground retrofits?

  • Value of adding distributed storage

  • What is a reasonable water outage time?
