Many approaches to Interstate 10 in downtown Louisiana were partially or completely
underwater following the hurricane (see Figure 1). When these photos were taken,
the city was still under a mandatory evacuation order, which meant that the
entire transportation system was shut down except for search, rescue and recovery
operations (see Figure 2).
