The Preliminary Damage Reports for Emergency Response analyze how hospitals, transportation agencies, utility companies and building managers decided to adhere to, or alter, their emergency response plans before, during and after Hurricane Katrina.
The methodology used by the team includes observation of facilities and interviews with hospital administrators, security personnel, remediation personnel, public health officials, physicians, and federal, state, and local emergency experts; and review and interpretation of archival materials, including news reports, web sites, and other means of communicating with staff, patients, and the community at large.
